The Navy Facilities Engineering Command (NAVFAC) Washington is conducting market research to explore the scope and grouping of commercial functions related to Base Support Vehicles and Equipment (BSVE) and Facility Sustainment (FS). This effort is part of preliminary planning under OMB Circular A-76 and follows Federal Acquisition Regulation (FAR) Part 10. The research aims to determine the appropriate North American Industry Classification System (NAICS) code for these functions and assess the availability of suitable sources for potential public-private competition in the future. While no contract will result directly from this activity, the government may issue solicitations later based on the findings. Small businesses are encouraged to participate, but submission of information does not create any binding government commitment to award a contract. The market research focuses on operational functions including transportation services (taxis and shuttles), engineer equipment, fuel delivery, dispatch, vehicle and equipment maintenance, and facility maintenance across multiple locations in the Washington DC area, Bethesda MD, Indian Head MD, and Dahlgren VA. The process involves informal internet searches, a detailed questionnaire, and possibly telephone interviews with interested parties. Participants are asked to submit the completed questionnaire by a specified deadline to assist the government in making informed sourcing decisions. All information provided will be protected and used solely to shape future government acquisition strategies without affecting any ensuing proposal evaluations. The point of contact for this initiative is Contract Specialist Vera M. Grainger.
