Z--Notice of Intent to Issue a Single Source Award to Dan Trampe d/b/a/ Carson Pump

The U.S. Fish and Wildlife Service, through its Contracting and General Services Division in Portland, OR, has a critical requirement to rehabilitate production well #4 at the Lahontan National Fish Hatchery in Gardnerville, NV. This project involves three key stages: rehabilitating the well, conducting a test pump following rehabilitation, and providing and installing a new submersible well pump and motor. Carson Pump, operated by Dan Trampe, is the only small business capable of performing the work due to their specialized equipment needed to handle the 400-foot casing, as well as their extensive experience with well installation, service, and repairs at this hatchery. Carson Pump was previously awarded contracts in 2004 and 2005 for similar rehabilitation projects at the same location. The decision to award this contract on a sole-source basis stems from urgent and compelling circumstances, primarily to avoid well failure that would threaten the irreplaceable captive broodstock safeguarded at the hatchery. This broodstock was developed over ten years and cannot be replaced following devastating wild population losses caused by recent fires in Utah. The contract award will proceed without full and open competition as authorized under FAR 6.302-2, emphasizing the critical nature of timing for this work to prevent loss of vital fish stock. This notice serves as a formal announcement of intent to award the contract directly to Dan Trampe d/b/a Carson Pump.
