Prosser Creek Dam Basin Cleanup

The U.S. Bureau of Reclamation, through its California Great Basin Region and Lahontan Basin Area Office, is seeking proposals for a firm-fixed-price construction contract to perform cleanup and inspection work at the Prosser Creek Dam spillway stilling basin near Truckee, California. This procurement is set aside exclusively for small businesses as defined under the NAICS code 237990, with a size standard of $37 million in average annual receipts. The estimated contract value ranges from $250,000 to $500,000, and award will be made on a Lowest Price Technically Acceptable basis. Work includes the removal of sediment, gravels, cobbles, boulders, chain link fence materials, and large woody debris from the stilling basin, as well as clearing two 6-inch drains in the chute blocks to the greatest extent possible. A detailed inspection of the concrete floor and all spillway features—including chute blocks, dentates, cutoff walls, and spillway walls below the water surface—must follow material removal, with results documented in an inspection report adhering to Reclamation Directive FAC 01-07. All debris must be hauled offsite, and water generated during operations must be managed using approved Best Management Practices. The contractor must provide all necessary equipment, including mobile restrooms, handwashing stations, and generators, as no utilities or facilities are available on-site. Performance and payment bonds at 100% of the contract value are required. All interested contractors must be currently registered in SAM.gov and submit proposals via email by the deadline of August 9, 2026. Proposals must include a suite of pre-mobilization submittals requiring written approval before any work can begin: a Site Use Plan identifying vegetation and utility protections, a Baseline Schedule in Gantt chart format, a site-specific Safety Program compliant with Reclamation Safety and Health Standards, resumes of onsite safety personnel, and a detailed Material Removal Plan outlining methodology, equipment qualifications, and BMP adherence. The contractor is required to maintain continuous Government Inspector presence on-site at all times and ensure all personnel wear visible company identification. Information collected during performance—including photos, data, and drawings—is designated FOR OFFICIAL USE ONLY and must be handled in accordance with Reclamation Directive SLE 02-01.
