Z--Provide Replacement of Heating, Ventilation, & Air

The contract solicitation for the replacement of heating, ventilation, and air conditioning systems has been amended to remove the small business set-aside requirement, transitioning from a Service-Disabled Veteran-Owned Small Business Set-Aside to an unrestricted competition, allowing all eligible entities to compete. The proposal submission deadline has been extended to August 3, 2026, at 1:00 p.m. EDT, and proposals must be submitted exclusively via email to the Contracting Officer at edward_dingle@ios.doi.gov. Site visit details are now provided in Attachment 0015, replacing prior guidance, and offerors are encouraged to coordinate visits through the Contracting Officer. The period of performance will be established based on the actual date of contract award, though preliminary dates reference a six-month window from June 22, 2026, to June 21, 2027, with delivery expected by June 21, 2027. Work is to be performed at Fort Sumter and Fort Moultrie National Historical Park in Charleston, South Carolina, and encompasses the removal of visible contaminants from HVAC interior surfaces across multiple construction divisions while adhering to NFPA, SMACNA, ASHRAE, ASTM, and OSHA standards. Offerors must comply with the Buy American Act, Davis-Bacon Act, and requirements for combating trafficking in persons, and are required to submit performance and payment bonds, a certified construction safety plan, and evidence of liability insurance before receiving a Notice to Proceed. Proposal evaluation is based on pass/fail gates: balanced pricing, technical acceptability, and past performance involving three successful projects on historical structures within the last five years. Only technically acceptable proposals will be considered for award, with selection going to the lowest priced compliant offer. All offerors must maintain an active SAM registration with completed representations and certifications, provide their UEI and CAGE code, and reference all solicitation amendments in their submissions. The Contracting Officer, Edward Dingle, Jr., will administer the contract, with technical direction and surveillance performed by a Contracting Officer’s Representative to be designated. Quality control demands submission of a certified CQC plan prior to pre-construction, daily reports, and three certified copies of all test and inspection results. Materials must be delivered in original sealed containers with proper labeling meeting specific durability, sizing, and attachment requirements, and all packaging waste must be recycled.
