The Department of Veterans Affairs, Network Contracting Office (NCO) 15, has a requirement to Renovate Building 26 for Pharmacy, Phlebotomy, and Police Department, Project number 589-21-211, located at the Kansas City VA Medical Center, 4801 East Linwood Blvd Kansas City, MO 64128. The general scope of work for the project: The following narrative is intended to provide an overview of the scope of work of the proposed project at the Kansas City, MO VA Medical Center: This project will renovate approximately 5,700 square feet of space to align Pharmacy waiting space with the required demand, improve Phlebotomy services, expand access to Phlebotomy, provide rooms sized for an x-ray and CT for future equipment purchase, and renovate space for the Police department which is drastically undersized. This work is to be completed in phases. The work will be considered a construction site within an active medical facility and ICRA requirements will apply, including establishing and monitoring negative air that is exhausted directly to the outdoors per the VHA ICRA requirements. The estimated project cost range to complete this work is between $5,000,000.00 and $10,000,000.00. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project will be solicited as a Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS) for this procurement is 236220 (Commercial and Institutional Building Construction), with a small business size standard of $45.0 million. Contract Type: Firm Fixed. The duration of the project is estimated to be 365 calendar days from Notice to Proceed. This completion period includes final inspection and cleanup of the premises. Award will be made utilizing Best Value with Tradeoff Source Selection Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. The offeror is responsible to monitor and download any amendments from the Contract Opportunities (https:// sam.gov) website, which may be issued to this solicitation. In accordance with FAR 52.204-7, Required SAM and in accordance with Veterans Affairs Acquisition Regulation (VAAR) 802.101, prospective contractors must be registered in SAM and in the Veteran Small Business Certification (sba.gov) databases under the applicable NAICS. Firms may obtain SAM information at http://www.sam.gov and Veteran Small Business Certification (sba.gov) information at https://veterans.certify.sba.gov The solicitation package with specifications and drawings should be available for download on or about June 17, 2026, and the proposal due date will be on or about August 3, 2026.
