The Federal Bureau of Prisons is conducting market research to identify qualified contractors for a design-build construction project at FCI El Reno, Oklahoma. The project involves the replacement and modernization of aging direct expansion cooling systems with a modern chilled-water system serving five inmate housing facilities, including Housing Units A, B, C, D, and the Special Housing Unit. The scope of work encompasses all design, engineering, labor, and materials required to install ten new air-cooled packaged chillers, chilled-water piping systems, and cooling coils, as well as the construction of chiller equipment pads, electrical distribution upgrades, and BAS/DDC controls integration. The contractor must also provide temporary cooling and shore-power connection stations during phased construction. The anticipated contract will be a Firm-Fixed-Price agreement with an estimated performance period of 420 calendar days. Because the work is performed within an occupied, secure federal correctional institution, all personnel must undergo a security clearance investigation, and the contractor must strictly comply with institutional security requirements. This opportunity falls under NAICS code 238220, with a small business size standard of 19 million dollars. Interested firms must be registered in SAM.gov and capable of obtaining performance and payment bonds per FAR 28.102. Responses to the sources sought notice are due by 2:00 PM Central Time on November 17, 2026.
