The contract authorizes the purchase of one ZOOM 7.2 Software Suite from VibroSystM Inc. under a firm fixed price agreement totaling $23,980.41. This proprietary software will interface with the existing VibroSystM vibration monitoring system installed at the Bonneville Lock & Dam, enabling communication with a relational SQL database for real-time data collection, archiving, and historical trending of vibration data from the dam's main generating units. The software is essential for maintaining the health of these units by providing critical mechanical and electrical condition data, preventing potential damage that could exceed $1 million. This procurement follows a single-source determination under FAR 13.106-1(b)(1), justified by the proprietary nature of the installed system, which allows no suitable alternatives or equivalent software from other vendors. Market research confirmed that no other sources exist that can supply compatible software. Efforts to increase future competition include ongoing negotiations for potential non-proprietary components with the current vendor. The contracting agency, Portland District of the U.S. Army Corps of Engineers, will oversee the procurement, ensuring it meets all regulatory and funding requirements.
