DoDDS-E Germany and Belgium School Maintenance Program (GBSMP)

The Department of Defense Dependents Schools Europe (DoDDS-E) issued solicitation HE1280-14-R-0008 for the Germany and Belgium School Maintenance Program (GBSMP). This Indefinite Delivery Indefinite Quantity (IDIQ) contract, utilizing Firm Fixed Price task orders, covers a base period and two one-year option periods. The program provides comprehensive facilities maintenance, repair, inspection, grounds maintenance, and custodial services for 44 schools, two district offices, and one area office, totaling approximately 5.22 million square feet of space across Germany and Belgium. The scope of work is divided into three primary categories: building maintenance and repair, grounds maintenance, and custodial services. Key requirements include preventative maintenance, minor construction, refuse and hazardous waste management, and the use of SchoolDude for recording inspection results. The government utilized a Best Value Source Selection process based on the Tradeoff Process, requiring offerors to provide fully burdened composite loaded hourly rates and a detailed price proposal summary. The procurement process involved multiple amendments to refine the Performance Work Statement, update school area measurements, and extend the final proposal submission deadline to September 22, 2014.
