National Automotive Sampling System (NASS)

Solicitation DTNH22-11-R-00430 was issued by the Department of Transportation's National Highway Traffic Safety Administration for the operation of a Zone Center supporting the National Automotive Sampling System. This five-year Cost-Plus-Fixed Fee effort is designed to support the National Center for Statistics and Analysis by providing technical guidance and maintaining rigorous quality control for crash research teams. The project falls under NAICS code 541720 and is managed by the NHTSA Office of Acquisition in Washington, DC. The procurement process included specific amendments to incorporate federal regulations, including the Service Contract Act of 1965 and requirements for the Statement of Equivalent Rates for Federal Hires. These updates addressed critical vendor inquiries regarding the contract start date, the applicability of labor laws for researchers, and the submission of cost proposals for sampling reselection sites. The contract is overseen by Contracting Officer Ross S. Jeffries and Contract Specialist Reba Dyer.

2011 Vehicle Synopsis Notice - VRTC

The National Highway Traffic Safety Administration (NHTSA) through its Vehicle Research and Test Center (VRTC) in East Liberty, Ohio, plans to competitively procure both new and used motor vehicles from commercial dealers located within a reasonable proximity to the VRTC. This localized procurement approach aims to minimize transportation and delivery costs while expediting the availability of vehicles needed to support ongoing research and testing activities. The vehicle types required may range from passenger cars to large heavy trucks, but specific requirements have yet to be determined. This contract notice serves primarily as an informational announcement for interested dealers to express their interest and stay informed about upcoming solicitations. Delivery and procurement activities are expected to continue through the end of fiscal year 2011, under the authority granted by 49 U.S.C. 30168. Competitive bidding procedures will be used for vehicles with a purchase price of $25,000 or more, eliminating the need for additional synopses for those transactions. Interested commercial motor vehicle dealers in the East Liberty area are encouraged to contact Robin Esser, the designated Contracting Officer, to receive notifications when specific vehicle procurement requirements arise. The contract is managed by the NHTSA Office of Acquisition within the Department of Transportation, and all procurement activities will be conducted to support the agency’s mission for vehicle research and testing.

Demonstration Tests of Different High Visibility Enforcement Models

The National Highway Traffic Safety Administration, under the Department of Transportation, is seeking a contractor to conduct a study on the effectiveness of high visibility enforcement models aimed at reducing alcohol-impaired driving. The research will compare two specific models: one where enforcement and media outreach are integrated into normal operations over an extended period, and another where these activities are compacted into five to six interventions per year. These will be measured against comparison sites using standard limited wave approaches to determine the impact on community members' perceived risk of being stopped and arrested. The study will utilize self-report attitudinal data and on-road blood alcohol concentration measurements to assess behavioral changes, with a specific focus on identifying and analyzing the reactions of high-risk drivers. This project is designated as a Time and Material Labor Hour contract with a performance period of sixty calendar months. Interested offerors must be registered in the Central Contractor Registration and ORCA databases and fall under NAICS code 541720.
