Christopher Towery

Christopher Towery serves as a Contracting Officer within the Public Buildings Service (PBS R10, Code: 47PL04) under the General Services Administration, where he manages the acquisition of construction and infrastructure services critical to maintaining and modernizing federal facilities. His portfolio centers on mission-critical building projects, including historic preservation, structural upgrades, and facility modernization efforts across high-visibility federal properties. Towery executes full lifecycle contracting activities—from market research and solicitation development to award and contract administration—ensuring compliance with federal regulations and alignment with PBS’s strategic goals of safety, sustainability, and operational efficiency. Towery cultivates collaborative relationships with a diverse pool of contractors specializing in commercial and institutional construction, concrete work, glazing, and roofing. He engages regularly with both large prime contractors and specialized subcontractors, fostering transparent, performance-driven partnerships grounded in FAR compliance and risk mitigation. His approach emphasizes contractor accountability, schedule adherence, and quality control, particularly on complex projects involving historic structures and stringent architectural standards. A strong advocate for socioeconomic equity in federal contracting, Towery consistently prioritizes small business participation, with over 42% of his acquisitions set aside for small businesses generally, and significant allocations reserved for service-disabled veteran-owned, women-owned, and HUBZone firms. He actively leverages the SBA’s EDWOSB and 8(a) programs to expand opportunities for underrepresented entrepreneurs, embedding socioeconomic goals into the heart of his procurement strategy. His primary technical focus lies in NAICS 236220 (Commercial and Institutional Building Construction), reflecting his deep expertise in managing large-scale facility renovations and new construction projects. He also routinely procures services under related codes including 238110, 238150, and 238160, demonstrating specialized knowledge in foundation systems, glazing, and roofing systems critical to building envelope integrity and long-term facility performance.
