Media & Communication Support Services

The National Highway Traffic Safety Administration (NHTSA) is seeking to contract integrated media, marketing, public relations, and advertising services to support its behavioral safety programs focused on reducing motor vehicle-related deaths and injuries. The contract aims to develop and implement communication strategies and materials to enhance national enforcement campaigns targeting traffic safety issues such as seat belt use, impaired driving, child passenger safety, motorcycles, pedestrians, distracted driving, and other relevant areas. These efforts will involve collaboration with state partners and public health advocates to promote awareness and improve safety behaviors among specific population segments through high-visibility enforcement and media campaigns conducted in both English and Spanish. The contract will cover a base period of 12 months, with four additional 12-month options, allowing up to five years of support. Services required include rapid planning, execution, evaluation, and documentation of communication initiatives to maximize the effectiveness of NHTSA's safety programs. Award decisions will follow competitive procedures with preference to small businesses if adequate competition exists, otherwise open to other qualified firms. The anticipated award date was set for late 2012, and the contracting office is located in Washington, D.C., with designated contacts available for inquiries.

Occupant Protection Social Marketing Effort

This contract amendment announces the complete cancellation of the anticipated solicitation for the "Occupant Protection Social Marketing Effort" project initially posted by the National Highway Traffic Safety Administration (NHTSA) to develop and implement national public service campaigns promoting highway safety. The project aimed to create and disseminate multimedia advertising targeting topics such as occupant protection, distracted driving, aggressive driving, and child passenger safety through various media channels. The contractor was expected to perform market research, campaign development and execution, media monitoring, public opinion research, and provide technical assistance in communication strategies, social media, and web support. The initial plan was to award a Blanket Purchase Agreement Task Order on a Time-and-Materials basis, exclusively open to contractors holding a GSA Schedule under SIN 541 for Professional, Scientific, and Technical Services, with a period of performance not exceeding five years. The amendment clarifies that no solicitation or contract award will be pursued for this effort, and future procurement will instead be conducted via GSA Schedules, with opportunities posted on the GSA eBuy platform limited to qualified GSA Schedule contractors. The anticipated solicitation, which was initially expected around May 2010, will no longer proceed, and no additional procurement details will be provided. The decision effectively halts the previous efforts to obtain vendor services through an open competitive process, redirecting all future actions within the standardized GSA Schedule framework for streamlined acquisition.
