Elizabeth Henderson

Elizabeth Henderson serves as a Supervisory Contract Specialist, providing strategic leadership in the planning, solicitation, and award of complex procurement actions. She ensures compliance with federal acquisition regulations while advancing agency mission objectives through transparent, competitive contracting processes. Her portfolio centers on construction and specialty trade services, where she oversees full lifecycle contract management—from needs assessment and market research to source selection and contract administration—ensuring accountability, efficiency, and regulatory integrity across high-priority acquisitions. Henderson cultivates strong working relationships with a diverse pool of small business contractors, particularly those certified under socioeconomic programs. She consistently engages 8(a) firms and service-disabled veteran-owned small businesses (SDVOSBs) as primary sources of supply, fostering long-term vendor partnerships grounded in performance excellence and regulatory compliance. Her approach emphasizes early vendor outreach, pre-solicitation engagement, and mentor-protégé opportunities to strengthen small business capacity and ensure robust competition. Her procurement strategy is deeply rooted in socioeconomic inclusion, with nearly equal emphasis on 8(a) competed set-asides and SDVOSB set-asides. This balanced approach reflects a deliberate commitment to expanding economic opportunity for historically underutilized businesses while maintaining rigorous standards for quality and performance. She actively promotes equitable access to federal contracting opportunities, ensuring that small business participation is not merely a compliance metric but a core pillar of acquisition strategy. Henderson’s technical expertise lies in the specialty trade and commercial construction sectors, with primary focus on NAICS 238990 (All Other Specialty Trade Contractors) and NAICS 236220 (Commercial and Institutional Building Construction). She specializes in procuring services such as electrical, plumbing, HVAC, and structural finishing work for government facilities, leveraging deep domain knowledge to define precise performance requirements and evaluate technical proposals. Her work ensures that infrastructure projects meet safety, durability, and sustainability standards while supporting workforce development through small business engagement.
