Court Reporting and Stenotype Services

The U.S. Broadcasting Board of Governors' Office of General Counsel is seeking qualified vendors to provide deposition and transcription services primarily to support its offices in Washington, DC, and Miami, FL. These services will be contracted on an as-needed basis under one or more Blanket Purchase Agreements, with no guaranteed volume of work. Assignments generally take place in Washington, DC, but may occasionally require travel to Miami or other domestic and international locations. The government will rigorously inspect all work for compliance with specified requirements and will reject any work that does not meet standards. Travel reimbursements will follow Federal Travel Regulations, with specific guidelines excluding local travel and travel time costs but covering travel to other BBG facilities. Prospective contractors will be evaluated based on past relevant experience, qualifications of key personnel, technical approach, and availability on short notice, with technical competencies weighted more heavily than price in the award decision. Contractors must submit fully burdened rate proposals that reflect varied turnaround times, including overnight, standard, and extended delivery periods. The contract will include provisions for liquidated damages in cases of late transcript delivery, with discounts applied for delays beyond specified timeframes. Interested parties should submit written capability statements in hard copy only and direct inquiries to the designated BBG contact. This solicitation is a total small business set-aside and is not a formal request for proposals or a bid invitation.
