INDUSTRIAL OUTDOOR FLOORING DECKING

This contract seeks to procure industrial outdoor flooring or decking, specifically 52 units of Dura Deck Flooring or an equivalent product. Each decking piece measures 2 feet by 8 feet, weighs 43 pounds, and must support up to 80 tons. The flooring needs to be weather and UV resistant, reusable, and installable without ground preparation on various terrains including grass, gravel, soil, concrete, asphalt, mud, and sandy soil. Deliveries are required to three designated staging areas in Louisiana and Arkansas, totaling 5,400 pieces distributed among these locations. Pricing must include delivery, and the acquisition is restricted to vendors primarily located or conducting business in Louisiana, complying with disaster or emergency area set-aside provisions. The award criteria prioritize the fastest delivery date combined with the best overall value. Compliance with the Buy American Act is mandatory, ensuring products are domestically sourced. Offers must be submitted electronically by September 3, 2008, with detailed descriptions demonstrating how the product meets government requirements. Relevant FAR clauses governing procurement, small business set-asides, contract terms, and certifications apply. Communication regarding the solicitation is directed to the designated contracting officer via email, and oral quotes are not accepted. This procurement is conducted under a total small business set-aside and follows FAR guidelines for commercial items.
