MDA IT Operations & Engineering Solutions (MIOES) - CANCELED

The Missile Defense Agency (MDA) has officially canceled the planned release of the IT Operations and Engineering Solutions (MIOES) Request for Proposal (RFP) as of June 3, 2025, following a thorough reassessment of the procurement landscape and acquisition strategy. Initially, the procurement experienced a strategic pause to align with recent federal guidance aimed at consolidating procurement to reduce waste and optimize spending, but after further evaluation, cancellation was deemed the most appropriate course of action. Although the MDA recognizes the importance of this requirement and the significant effort invested by industry, no further updates will be provided on this specific MIOES RFP. The agency is currently evaluating which elements of the existing scope should be retained for future needs and will develop a revised acquisition strategy accordingly. Prior to cancellation, the acquisition process for MIOES was marked by multiple draft RFP releases and extensive industry engagement, including virtual briefings, one-on-one discussions, and monthly exchanges to gather industry input and feedback on various increments of solicitation documents. The original plan anticipated a final RFP release in the second quarter of FY 2025 with contract award expected in the fourth quarter of FY 2026. The acquisition was to be conducted under NAICS code 541715, focusing on research and development in physical, engineering, and life sciences related to guided missiles and space vehicles. The solicitation incorporated significant small business participation goals across multiple categories and included detailed guidance on organizational conflict of interest disclosures. The cancellation halts all active acquisition activities, and interested parties are advised to monitor official government sources for any future opportunities derived from this effort.
