RFI On-Call Leadplane

The Department of the Interior, through the Ibc Acq Svcs Directorate, has issued a Request for Information under solicitation number 140D0427Q0880 to conduct market research for the USWFS Aerial Supervision Module Program. The objective is to identify vendors capable of providing a contractor-operated and maintained on-call multi-engine turbojet powered aircraft to serve as a Leadplane. These aircraft will support DOI pilots in aerial supervision of wildland fire incidents, including the coordination of air tankers and the transport of personnel or cargo. Operations are expected to take place across the contiguous United States and Alaska, with occasional requirements in Canada and Mexico. Under the contemplated arrangement, the contractor is responsible for providing the aircraft, an instructor pilot, insurance, and all scheduled and unscheduled maintenance to ensure airworthiness according to FAA regulations and DOI policy. The government will provide the leadplane qualified pilot and fuel. This effort is currently in the planning phase; no funds have been authorized or appropriated, and this RFI does not constitute a formal solicitation or a promise to issue a Request for Proposal. Interested small or large businesses are requested to provide company details, NAICS size standards, and aircraft configuration capabilities by the response deadline of November 10, 2026.
