Krystal Ballinger

Krystal Ballinger serves as a primary contracting professional within the Missile Defense Agency, playing a critical role in advancing the nation’s layered ballistic missile defense capabilities. She manages complex acquisition programs centered on research, development, and integration of advanced missile defense systems, including sensor modernization, guided weapon architectures, and midcourse and terminal-phase interception technologies. Her work directly supports MDA’s mission to field integrated, multi-domain defense solutions by overseeing technically demanding procurements that require deep engineering oversight and systems integration expertise. Ballinger typically handles high-stakes, mission-critical contracts involving cutting-edge defense technologies, often requiring rapid prototyping and fielding cycles under strict security and performance parameters. She maintains consistent, long-term relationships with leading defense prime contractors including Lockheed Martin Corp and Northrop Grumman Systems Corporation, partnering with them on systems engineering, missile interceptors, and battle management command and control platforms. Jacobs Technology Inc. is also a recurring partner, providing technical support and systems analysis services. Ballinger’s procurement approach emphasizes collaboration with industry leaders capable of delivering high-assurance, defense-grade solutions under tight technical and schedule constraints, fostering a relationship model grounded in technical rigor and performance accountability. Ballinger’s contracting portfolio shows a 100% preference for full and open competition, with no set-asides designated for 8(a), HUBZone, SDVOSB, or other socioeconomic categories. This reflects the highly specialized, technology-intensive nature of MDA’s mission, where only a limited pool of qualified contractors possess the necessary clearance levels, systems expertise, and infrastructure to meet operational requirements. Her procurement focus is concentrated in NAICS 541715 (R&D in physical and engineering sciences) and 541511 (custom computer programming), with significant activity in engineering services and guided missile manufacturing. She regularly acquires advanced software systems, sensor fusion algorithms, simulation environments, and hardware-integrated guidance technologies essential to next-generation missile defense architectures.
