Upgrades to MEXA and STARs

The Environmental Protection Agency's Cincinnati Acquisition Division awarded a contract to Horiba Instruments, Inc. for upgrades and modifications to MEXA and STARs instruments located in Cell 5 of the Office of Air and Radiation. This procurement, identified by solicitation number L90534, was executed as a sole source award with an estimated value of 20,975 dollars. The decision to utilize a sole source justification was based on Horiba's proprietary password protection of the equipment, which restricts other vendors from performing the necessary work. Additionally, the agency determined that no other sources were available after a Special Notice placed on FedBizOpps on March 19, 2009, received no responses. The contract falls under NAICS code 334513 and was managed by Contracting Officer Linda Merryman.

Purchase small engine test stand

The U.S. Environmental Protection Agency (EPA), specifically the Office of Transportation and Air Quality's Laboratory Operations Division, is seeking to acquire a vertical/horizontal small engine test stand designed to test small, handheld, two-stroke, spark-ignited engines. The test stand must feature a four quadrant dynamometer, an external static power amplifier or dynamometer drive, an isolation transformer, a zero speed directional encoder for speed detection, and a torque measurement system. It should also include calibration arms and weights for horizontal and vertical position calibrations, and be capable of operating at various angles from vertical to horizontal to replicate manufacturer-specified mounting positions. The system needs to simulate engine cycles for power ranges from 0.5 kW to 3.5 kW and be compatible with existing control equipment. This procurement falls under NAICS code 334519 and is a 100% small business set-aside conducted in accordance with FAR Part 12 for acquisition of commercial items. The contract type anticipated is firm-fixed price, with award made on a best-value basis. Interested small business concerns are invited to submit proposals, which will be evaluated accordingly. The solicitation was posted on December 22, 2008, with documents available electronically via FedBizOpps starting around November 3, 2008; no paper copies will be provided and telephone requests will not be accepted. Linda Merryman serves as the contract specialist and the primary point of contact for this acquisition.

38 -- Rotosonic Coring Device

The U.S. Environmental Protection Agency (EPA) plans to acquire a rotosonic coring device through sole source negotiations with MPI Drilling in Picton, Ontario, Canada, to support the Office of Ground Water and Water Ecosystem Restoration Division based in Ada, Oklahoma. The device is intended to improve subsurface exploration by enabling drilling and continuous sampling at depths up to 20 feet, producing undisturbed cores. Key requirements include compatibility with the CME-95 drilling rig, a lightweight design of 1,000 pounds or less for easy lifting, operation at up to 200 hertz, and the ability to drill without conventional fluids or air to maintain sample integrity. The system must operate using the CME drive motor and support a hydraulic pump delivering 38 gallons per minute at 3,000 psi. The contract also requires delivery of specific extension rods, core barrels, drive shoes, and adapters compatible with the coring device. The contractor is responsible for delivering, assembling, and ensuring the device is fully operational on the CME-95 rig, and providing training to both CME and EPA personnel. Documentation including two sets of drawings and operating manuals must also be supplied. Delivery is expected within 90 days from award, with an anticipated contract award date of September 20, 2007. Interested parties other than MPI Drilling may submit technical documentation by September 4, 2007, to demonstrate their ability to meet the EPA’s specifications, although this notice is not a solicitation for competitive proposals. The procurement process will determine whether to proceed as a sole source contract based on submitted information. Linda Merryman serves as the EPA’s contracting officer and point of contact for this requirement.
