SSJ for increasing dollar ceiling on Contract #DTPH5615D00001

The contract involves an increase in the dollar ceiling on an existing labor-hour contract related to the National Pipeline Mapping System (NPMS) managed by PHMSA under the Department of Transportation. Due to the complexity of the NPMS and its associated contract, additional time is required to conduct a thorough re-competition process for this requirement. To maintain business continuity during this interim period, the option year 5 of the current contract is being exercised, with a ceiling increase of $4 million. This temporary measure serves to "bridge the gap" between the expiration of the current contract and the start of the new competitively awarded contract. PHMSA recognizes that increasing the contract ceiling triggers competition requirements and is actively working to complete the re-competition process. The contract falls under the NAICS code 541370 and is managed by the Department of Transportation, with administrative contact available for coordination. This approach ensures uninterrupted support and service delivery while adhering to procurement regulations and preparing for a seamless transition to the re-competed contract solution.
