Maria Meneses

Maria F. Meneses serves as a Contract Specialist responsible for managing the full lifecycle of federal acquisitions, from requirements definition and market research to contract award and administration. She plays a critical role in ensuring compliance with federal procurement regulations while advancing mission-critical infrastructure projects. Her portfolio primarily encompasses construction, engineering, and technical services, with a focus on delivering public works and utility infrastructure solutions in alignment with agency objectives. She routinely handles complex, high-stakes contracts requiring rigorous evaluation of technical proposals, cost realism, and performance-based specifications. Meneses cultivates collaborative relationships with a diverse range of contractors, including general contractors, engineering firms, and specialized service providers in the built environment and utility sectors. While no single contractor dominates her award portfolio, she consistently engages with firms possessing proven experience in civil infrastructure, electrical distribution systems, and industrial construction. Her approach emphasizes competitive bidding, transparent evaluation criteria, and contractor performance accountability, fostering a procurement environment grounded in fairness and efficiency. Her contracting patterns reflect a strong preference for full and open competition, with 100% of her acquisitions designated as “No Set-Aside.” This indicates a strategic focus on maximizing competition and value through broad market access rather than socioeconomic set-asides. While she does not prioritize 8(a), HUBZone, or SDVOSB programs, her process remains inclusive, ensuring all qualified vendors have equitable opportunity to compete based on technical merit and past performance. Meneses specializes in NAICS categories centered on civil infrastructure, with primary emphasis on Highway, Street, and Bridge Construction (237310), Electric Power Distribution (221122), and Industrial Building Construction (236210). She also frequently procures Architectural Services (541310) and Other Computer-Related Services (541519), demonstrating technical fluency in both physical infrastructure and digital support systems. Her expertise lies in managing integrated projects that combine construction execution with design, utility modernization, and IT-enabled project management solutions.
