Census Decennial as a Service (D-X) BPO

The U.S. Census Bureau is seeking industry feedback on the draft Baseline Performance Objectives for the Decennial as a Service (D-X) program, which will support the 2028 Census Test and the 2030 Decennial Census. The program requires a Managed Services Integrator to provide an integrated IT and logistics solution across six primary service domains: contract and program coordination, systems development and maintenance, device and asset lifecycle management, logistics and warehousing, mobility and connectivity, and security and compliance. Key operational requirements include the delivery of Security-as-a-Service, Supply Chain-as-a-Service, and zero-touch provisioning for devices, with performance measured against a structured matrix of Service Level Requirements and Acceptable Quality Levels. The scope of work encompasses the entire United States and its territories, focusing on device-agnostic hardware specifications and Unified Endpoint Management to support various fieldwork personas. The contractor will be responsible for comprehensive kitting, staging, and reverse logistics, as well as maintaining strict cybersecurity compliance and Authority to Operate standards. While this current notice is for market research and does not constitute a formal solicitation or request for pricing, the government is evaluating the suitability of various pricing models, including fixed-price and hybrid approaches. Interested vendors must submit their feedback and company overview by October 15, 2026.
