NM FLAP 100(1) Soledad Canyon Road

The NM FLAP 100(1) Soledad Canyon Road project is a total small business set-aside initiative located in Dona Ana County, New Mexico. The primary objective is to improve multi-modal access to the Organ Mountains - Desert Peaks National Monument for vehicles, pedestrians, and cyclists. The scope of work includes roadway widening, resurfacing, the installation of a multi-use path, parking lot enhancements, and significant drainage and sediment control improvements. The project is divided into Schedule A, Schedule B, and Option Y, with the latter extending the improvements directly to the National Monument parking lot. Key technical requirements involve substantial quantities of roadway excavation, aggregate base, full depth reclamation, and asphalt concrete pavement. Construction will take place in a residential desert environment with limited space for equipment storage, requiring careful coordination to keep numerous driveways and side streets open. The project involves shifting the current roadway alignment and potential utility relocations within a 60-foot right of way. The anticipated budget for these improvements ranges between 7 million and 9 million dollars.

The NM FLAP US60(1) project involves the construction of a new 570 foot bridge crossing the Rio Puerco River in Socorro County, New Mexico, located approximately one mile south of the Bernardo/Mountainair exit on I-25. The scope of work includes roadway reconstruction at both ends, partial demolition of the existing bridge, safety improvements, and revegetation of disturbed areas. Key material requirements include 21,000 cubic yards of embankment construction, over 764,000 pounds of structural steel, and 610 cubic yards of structural concrete. The estimated contracting range for this project is between 4 and 6 million dollars, with a timeline spanning from August 2018 to June 2019. The successful bidder is required to submit approved demolition and erection plans to the Central Federal Lands Highway Division and notify the New Mexico Environment Department five days prior to starting construction. Strict environmental protections are in place, prohibiting the storage of petrochemicals within project limits and requiring refueling to occur at least 100 feet from surface water. Additionally, the contractor must maintain public access to the existing road and bridge, adhering to specific weight and size restrictions for equipment. All clearing activities must be completed between September 1, 2018, and April 14, 2019, and the construction access stream diversion must be removed and stabilized by July 24, 2019.
