Central Federal Lands (CFLHD) intends to issue a sole-source purchase order with Capstone Planning & Control, Inc. DUNs 036511509/CAGE Code 1P5L4 to provide Subject Matter Expert / Business Consulting services for our FundsMap (funds management system) application as it relates to CFLHD Business Intelligence (CFLHD BI) for reporting and the Project Management Information System (PMIS) - Primavera (P6) upgrade, consolidation, and potential cloud migration. The consulting services will include: report functionality according to new system and process requirements (as prompted by changes to Primavera P6 and CFLHD business process changes); Consulting with P6 Analysts, FundsMap Team, and our Software Developer to identify required changes or potential problems in FundsMap when changes in P6 will affect how FundsMap operates; Reviewing reporting results and making recommendations from various tests to the Funds Management Systems impacted by the consolidation (and potential cloud migration) of the PMIS to ensure its operating as intended. Documentation of the integration of software related to the PMIS, funds management, reporting (CFLHD BI) and accounting systems; Consulting with P6 Analysts, FundsMap Team, BI Report Developer, and our Software Developer to identify business processes, reports, or connections between systems that need to be modified. Capstone Planning & Control, Inc. (Capstone) is a woman-owned small business who developed the FundsMap program and previously provided support and development services for CFLHD's FundsMap program. Though other companies can provide subject matter expert services, at this stage in our process, obtaining these capabilities from other sources would be repetitive of previously provided work and result in undue delays and excessive costs to the Government. The specific knowledge and technical competence of Capstone will satisfy the Government's requirement to finalize the reporting functions of CFLHD's Business Intelligence (CFLHD BI) and the Project Management Information System (PMIS) - Primavera (P6) upgrade, consolidation, and potential cloud migration. The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 USC - 253(c)(1); Only one responsible source and no other supplies or services will satisfy agency requirements. The Federal Acquisition Regulations (FAR) citation is 13.106-1(b)(2), and pursuant to FAR subpart 13.5 titled "Simplified Procedures for Certain Commercial Items." This notice of intent to sole source is for informational purposes only in accordance with FAR 5.201 and not a request for quotes; therefore, no solicitation document exists for this procurement.
