National Level Vehicle Data/Statistics to Support NHTSA Database and Analysis

Under solicitation number 693JJ921R000049, the National Highway Traffic Safety Administration (NHTSA) Office of Acquisition Management seeks an Indefinite Delivery Indefinite Quantity (IDIQ) contract to obtain national and state level vehicle registration data and statistics to support agency databases and analysis. The contractor is required to provide vehicle registration data and related information, such as Vehicle Identification Numbers (VINs) for vehicles lacking them in crash data, registration data organized by zip code, and transaction prices for registered vehicles. The fixed price portion of the contract specifies the delivery of registration data based on VINs across several classifications. These include current national and state level data for cars and light trucks with Gross Vehicle Weight (GVW) Classes 1 through 3, current national level data for new cars and light trucks with GVW Classes 1 through 2, current national and state level motorcycle registration data, and current national level data for medium and heavy vehicles with GVW Classes 3 through 8. The procurement is categorized under NAICS code 519130. Related award records indicate that R.L. Polk & Co was selected to provide this motor vehicle statistical data to support the agency mission.

National Level Vehicle Data/Statistics to Support NHTSA Database and Analysis

The National Highway Traffic Safety Administration (NHTSA) of the United States Department of Transportation issued solicitation DTNH2216R00026 to acquire national-level motor vehicle statistical data. This data is essential for supporting the agency's mission to save lives and reduce traffic-related injuries by allowing NHTSA to assess emerging safety issues, monitor fatality and injury rates, and conduct regulatory impact analyses. The scope of work requires VIN-based data including national and state-level population data for domestic and import cars and light trucks, new vehicle registration data, motorcycle census data, and data for vehicles in Gross Vehicle Weight Classes 3 through 8. The agency intends to award this as a sole-source, Firm-Fixed Price Indefinite Delivery Indefinite Quantity contract to IHS Automotive Company, also known as R.L. Polk & Company. This determination is based on the fact that IHS is the only source capable of providing the required registration data in the necessary format and maintaining compatibility with existing NHTSA databases. The contract falls under NAICS code 519130 and has an anticipated period of performance of 60 months, consisting of a 36-month base period and two 12-month option years.
