Overview
FAR 36.702 prescribes the mandatory use of specific standard forms in the contracting process for architect-engineer (A-E) services. Contracting officers must use Standard Form (SF) 252 for awarding fixed-price A-E contracts performed in the United States or its outlying areas. Additionally, the SF 330 is required for evaluating the qualifications of A-E firms prior to contract award. SF 330, Part I, is used to assess contract-specific qualifications, especially for contracts expected to exceed the simplified acquisition threshold, but may also be used for smaller contracts at the contracting officer's discretion. SF 330, Part II, is used to gather information on a firm's general professional qualifications. These requirements ensure a standardized, fair, and thorough evaluation and contracting process for A-E services.
(a) Contracting officers must use https://www.gsa.gov/forms-library/architect-engineer-contract" target="_blank">Standard Form 252, Architect-Engineer Contract, to award fixed-price contracts for architect-engineer services when the services will be performed in the United States or its outlying areas.
(b) The https://www.gsa.gov/forms-library/architect-engineer-qualifications" target="_blank">SF 330, Architect-Engineer Qualifications, shall be used to evaluate firms before awarding a contract for architect-engineer services:
(1) Use the https://www.gsa.gov/forms-library/architect-engineer-qualifications" target="_blank">SF 330, Part I-Contract-Specific Qualifications, to obtain information from an architect-engineer firm about its qualifications for a specific contract when the contract amount is expected to exceed the simplified acquisition threshold. Part I may be used when the contract amount is expected to be at or below the simplified acquisition threshold, if the contracting officer determines that its use is appropriate.
(2) Use the https://www.gsa.gov/forms-library/architect-engineer-qualifications" target="_blank">SF 330, Part II-General Qualifications, to obtain information from an architect-engineer firm about its general professional qualifications.
