What does KCDA Purchasing Cooperative do?

The KCDA Purchasing Cooperative supports public sector efficiency by consolidating procurement needs across Washington state entities to secure essential operational supplies and services. Its core mission centers on streamlining access to high-volume, everyday consumables and equipment critical to administrative, custodial, and office functions. Strategic priorities include reducing redundancy in purchasing, enhancing supply chain reliability for daily operational needs, and ensuring consistent availability of paper products, cleaning supplies, office equipment, and related industrial materials. The agency prioritizes cost-effective, scalable solutions that serve diverse public institutions through cooperative contracting mechanisms, enabling smaller entities to benefit from aggregated demand and competitive pricing. Procurement patterns reveal a strong emphasis on local delivery logistics, industrial and stationery paper wholesaling, and office supply distribution, reflecting a focus on sustaining routine administrative operations. The agency frequently sources custodial supplies, duplicating materials, tapes, adhesives, and display equipment, indicating a dependency on maintenance, recordkeeping, and facility management support. Contracts are typically awarded through open solicitations without set-asides, favoring established commercial vendors with reliable distribution networks and consistent inventory capabilities. Industry preferences are heavily concentrated in NAICS categories related to paper product wholesaling, office supply manufacturing, and janitorial services, with secondary demand for promotional items, printing, and basic packaging materials. The agency demonstrates no preference for socioeconomic set-asides, instead prioritizing vendor performance, delivery timeliness, and product standardization. Relationships are transactional and volume-driven, with an emphasis on suppliers capable of fulfilling recurring, high-frequency orders across multiple jurisdictions. Organized under the Washington state government, the KCDA Purchasing Cooperative operates as a collaborative procurement entity with no fixed physical location, serving public agencies statewide. It leverages cooperative purchasing vehicles to aggregate demand and facilitate efficient contract awarding, enabling participating entities to access pre-vetted vendors and standardized terms without individual bidding processes.
