What does R1 Regional Office do?

The R1 Regional Office of the Forest Service, under the U.S. Department of Agriculture, supports the sustainable management and protection of national forest lands through critical infrastructure, operational support, and resource stewardship activities. Its core mission centers on maintaining forest health, enabling public access, and ensuring safe and functional facilities across remote and ecologically sensitive regions. Strategic priorities include wildfire mitigation, trail and road maintenance, habitat restoration, and logistical support for field operations. Key programs focus on land management infrastructure, emergency response readiness, and environmental compliance, with a strong emphasis on preserving natural resources while facilitating responsible public use. The agency procures a broad range of services essential to field operations, with dominant spending directed toward forestry support activities, heavy civil engineering, and facility maintenance. High-volume procurement includes highway and bridge construction, site preparation, roofing, plumbing, and janitorial services to sustain ranger stations, visitor centers, and access corridors. Nonscheduled air transportation and equipment leasing reflect the need for mobility in isolated areas, while environmental consulting and remediation services underscore commitments to ecological restoration and regulatory adherence. Industry preferences strongly favor small business set-asides, particularly through SBA programs, indicating a deliberate strategy to cultivate local and regional contractors with specialized expertise in forestry support and remote-area construction. Engineering services, environmental consulting, and specialty trade contracting are consistently targeted to ensure technical compliance and ecological integrity. The agency also engages vendors with capabilities in equine production and specialized transportation equipment, reflecting unique operational needs in wilderness management. Organized as a regional field office of the Forest Service, the R1 Regional Office operates across multiple states with no fixed headquarters, coordinating decentralized activities through mobile and contract-based workforce models. It relies primarily on indefinite-delivery/indefinite-quantity (IDIQ) contracts, lease extensions, and combined solicitations to meet dynamic, location-specific demands. Procurement vehicles prioritize flexibility, rapid response, and long-term operational continuity in geographically dispersed, high-risk environments.
