What does US Embassy Belgrade do?

The U.S. Embassy in Belgrade supports the Department of State’s diplomatic mission by ensuring the operational readiness and welfare of its locally employed staff in Serbia. Its core priorities center on providing essential personnel services—specifically, comprehensive health and life insurance coverage for local employees, alongside reliable facility maintenance through contracted janitorial services. These procurement activities reflect a strategic commitment to workforce stability, compliance with international staffing standards, and the maintenance of secure, functional diplomatic premises. The embassy prioritizes continuity and reliability in its support services, aligning with U.S. government obligations to safeguard the well-being of host-country personnel who enable day-to-day diplomatic operations. The agency routinely procures supplemental health insurance, life insurance, and janitorial services through competitive solicitation processes, typically using open, non-set-aside procurement vehicles. Contracts are awarded under standard Federal Acquisition Regulation (FAR) procedures, with pre-solicitation notices used to engage industry early and ensure market awareness. These procurements are structured as service contracts rather than goods acquisitions, emphasizing ongoing performance, compliance, and local operational integration. Primary procurement activity is concentrated in NAICS 524113 (Direct Life Insurance Carriers), 524114 (Direct Health and Medical Insurance Carriers), and 561720 (Janitorial Services). The embassy does not utilize set-asides or diversity programs in its contracting, instead favoring qualified vendors with proven experience in international personnel support and facility services. Vendor relationships are built on demonstrated capacity to meet U.S. government standards for coverage, service delivery, and local regulatory alignment. As a diplomatic mission under the Department of State, the U.S. Embassy in Belgrade operates as a field office with no domestic headquarters. It relies exclusively on service-based procurement to sustain its physical and human infrastructure abroad, utilizing standard federal contracting mechanisms to secure mission-critical support functions in a foreign operational environment.
