The Marine Corps Installations National Capital Region-Regional Contracting Office is seeking a contractor to provide comprehensive academic support services for the Marine Corps University Center for Distance Education’s Distance Professional Military Education program, covering program management, instructional design, curriculum development, subject matter expertise, editorial and multimedia services, instructional technology, administrative functions, and student support. This effort will be delivered primarily at the CDET headquarters in Quantico, Virginia, and across seven regional locations including Camp Lejeune, Camp Pendleton, Miramar, Fort Worth, Kaneohe Bay, and Okinawa, Japan. The contract is a follow-on to a prior Seaport NxG task order and will be structured as a hybrid Indefinite Delivery Indefinite Quantity award with Firm Fixed-Price line items for services and Cost Reimbursement for travel. It has a five-year ordering period beginning in the third quarter of 2027 and a total ceiling value of approximately $153 million, with the Government intending to award a single contract on an all-or-none basis using best value principles. This acquisition is exclusively reserved for Service-Disabled Veteran-Owned Small Businesses under NAICS code 611710 and will be conducted under FAR Part 12 using competitive negotiation procedures. Interested parties must be registered in SAM, hold an active CAGE code, and be enrolled in Wide Area Workflow. All proposals must be submitted by the deadline of August 24, 2026, and offerors are responsible for monitoring the SAM.gov website for updates, amendments, and the draft Performance Work Statement. The contracting team, led by Edgar Lopez-Jimenez and Genia Fouts, will evaluate submissions based on technical merit and cost-effectiveness.
