This contract involves preparing and mailing outreach materials quarterly to individuals meeting certain time-in-service criteria, with the initial mail-out resembling a quarterly catch-up mailing. Additionally, the contractor must manage re-mailings for postal non-deliverables (PNDs) on a bi-weekly basis, using address verification sources or NCOA data to confirm and update addresses, continuing until two additional mail attempts have been made. The contractor must provide confirmation reports of mail-outs starting four weeks after receipt of address data and continuing bi-weekly until all re-mailings are completed, including the return mail rate statistics for initial and subsequent mailings.
