The Naval Air Systems Command (NAVAIR) plans to negotiate and award a Basic Ordering Agreement (BOA) order for engineering and support services required to integrate the Tomahawk All Up Round (AUR) capability into the SSGN Class Nuclear Submarine. This project involves systems engineering, detailed reviews of system configuration drawings, interface assessments between the Tomahawk AUR and the SSGN/Multiple AUR Canister (MAC) Launcher, and the SSGN Weapon Control System, as well as reviewing preliminary change notices and providing associated program management support. The effort is critical to ensure the seamless integration of the AUR missile system into the submarine platform. Raytheon Company is identified as the sole provider capable of performing this work, owing to its exclusive role since 1994 as the developer, designer, and manufacturer of the Tomahawk AUR. Raytheon holds all current configuration and manufacturing data for the missile and manages the key documentation related to requirements, interfaces, integration, and verification for the Tomahawk Weapons System. Due to the specialized expertise and proprietary knowledge required, Raytheon’s involvement is essential for meeting the required timeframe and avoiding duplication of costs. The contract will be managed by the Naval Air Systems Command based in Patuxent River, Maryland, with designated points of contact assigned for contract specialist and contracting officer roles.

Full Description

Naval Air Systems Command (NAVAIR) intends to negotiate and award a Basic Ordering Agreement (BOA) order under BOA number N00019-05-G-0008 for services and engineering support necessary for the integration of the Tomahawk All Up Round (AUR) capability into the SSGN Class Nuclear Submarine. This effort includes the systems engineering; system configuration drawing review; a detailed engineering review of the interfaces between the AUR and the SSGN/Multiple AUR Canister (MAC) Launcher and the SSGN Weapon Control System; review and comment on the preliminary change notices documentation; and associated program management supporting these efforts. NAVAIR intends to award this effort to Raytheon Company, P.O. Box 11337, Tucson, Arizona 85734-1337. Raytheon is the only company capable of performing this effort. Since 1994, Raytheon has been the sole developer, designer and manufacturer for the Tomahawk AUR. Raytheon solely possesses the current configuration and manufacturing data for the Tomahawk AUR missile. Raytheon currently manages the key requirements, interface, integration, and verification documents for the Tomahawk Weapons System. Because a detailed knowledge and expertise of the Tomahawk missile is required to perform the services and engineering support necessary for the integration of the Tomahawk AUR capability into the SSGN Class Nuclear Submarine, Raytheon is the only source capable of accomplishing this requirement in the required timeframe and without duplication of costs.
