The Naval Air Systems Command (NAVAIR) plans to award a five-year contract for the full-rate production of Tactical Tomahawk missiles (Block IV), with an alternative structure of one base year plus four option years if multiyear funding is not approved. The contract covers comprehensive production and support activities including manufacturing, testing, sustaining engineering, provision of special tooling and test equipment, procurement of range safety systems, product verification and functional testing, guidance test set upgrades, container refurbishment, and logistics support. Scheduled for award in the third quarter of fiscal year 2004, the contract aims to ensure timely and efficient delivery of these missiles to support Fleet deployment. Raytheon Systems Company (RSC), the sole developer, designer, and manufacturer of the Tactical Tomahawk since 1994, is the intended awardee for this contract. RSC is uniquely positioned to fulfill the requirements due to its exclusive access to the current missile configuration and manufacturing data, as well as its specialized expertise necessary to meet scheduled introduction timelines and avoid costs associated with duplicative efforts. The contract’s scope underscores the critical role of RSC in maintaining and advancing the Tactical Tomahawk missile system, which is integral to the Navy’s strike capabilities.

Full Description

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a contract for Tactical Tomahawk Full Rate Production (FRP). The anticipated contract will be a five (5) year multi-year contract. If the multiyear is not approved, the Navy intends to award a contract with one (1) base year and four (4) option years. Contract award is planned for the third quarter fiscal year 2004. This requirement includes the hardware manufacture of All-Up-Round Tactical Tomahawk (Block IV) missiles and related equipment and services. The contract may include hardware manufacturing and testing; sustaining engineering; Special Tooling and Special Test Equipment; procurement of Range Safety Systems; Product Verification Testing and Functional Ground Testing; Guidance Test Set upgrades, support, maintenance and repair; refurbishment of containers and capsules; Government Furnished Equipment repair and upgrade; engineering and test support; and various elements of logistics support. NAVAIR intends to award this effort to Raytheon Systems Company (RSC), P.O. Box 11337, Tucson, AZ 85734-1337. Since 1994, RSC has been the sole developer, designer, and manufacturer for the TWS. RSC solely possesses the current configuration and manufacturing data for the Tactical Tomahawk missile, and is the only source capable of meeting scheduled thresholds for Fleet introduction of the Tactical Tomahawk missile. Because a detailed knowledge and expertise of the Tactical Tomahawk missile is required to conduct tasking under this contract, RSC is the only source capable of accomplishing this requirement in the required timeframe and without duplication of costs.

The anticipated period of performance consists of one 12-month base period with four 12-month option periods. Work may be performed at contractor facilities, authorized government locations in the National Capital Region, or through approved hybrid arrangements.
