AI Contract Overview

The Department of the Interior's Minerals Management Service, operating through GovWorks, plans to award a sole source contract to EaglePicher Technologies for telemetry batteries required in the HARM Missile Program managed by the Naval Air Warfare Center. This contract is non-competitive due to the specific fit, form, function, and performance characteristics of EaglePicher’s telemetry batteries, which are critical to the program's success. Introducing a different vendor at this stage would lead to redundant efforts, increased time, and higher costs, as well as delaying the test program's completion by at least one year due to the new vendor's inevitable learning curve. This action is authorized under the Department of Interior Franchise Fund and FAR 6.302-1 regulations. The notice serves solely to inform and is not a solicitation for competitive bids, though any comments within five days will be reviewed at the government’s discretion. Communication regarding the contract must be directed in writing to Richard P. Bolick at the Department of the Interior, with no phone inquiries accepted. The contract, titled "Telemetry Batteries for Flight Testing" and solicited under number 0404RP33123, was posted on September 22, 2004, and is managed by the Acquisition Management Division based in Sterling, Virginia.

Full Description

The Department of the Interior, Minerals Management Service (GovWorks), intends to make a sole source award to EaglePicher Technologies (EPT). This non-competitive action is being issued by GovWorks under the authority of the Department of Interior Franchise Fund and FAR 6.302-1on behalf of the Naval Air Warfare Center for the HARM Missile Program. Fit, form, function and performance requirements of the component specifications necessitate the use of EPT Telemetry Batteries. Awarding the contract to another vendor at this point would most likely result in duplication of work, effort, time and cost to the Government. To bring a new vendor in at this crucial time would impede the progress the HARM program; the learning curve for the new vendor would delay completion of the test program by a minimum of one year. The intent of this synopsis is for informational purposes only. This is NOT a request for competitive quotes. However, all information received within five (5) days of this notice will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. POC: Department of the Interior; Attention: Richard P Bolick, 381 Elden Street - MS 2510, Herndon, VA 20170. Questions must be faxed to the attention of Richard P Bolick at +1 (555) 000-0000 or emailed to contact@example.gov. TELEPHONIC QUESTIONS OR REQUESTS WILL NOT BE ACCEPTED OR ACKNOWLEDGED.

Solicitation # DOIEFBO260006
The Department of the Interior and the Marine Minerals Administration are conducting market research via a Draft RFP for a Multiple-Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to provide offshore vessel services for physical inspections of renewable energy facilities on the Atlantic Outer Continental Shelf. The scope of work covers a geographic range from Virginia Beach, Virginia, to Martha's Vineyard, Massachusetts. The government is seeking industry feedback on the draft, specifically regarding CLIN structure, insurance requirements, evaluation criteria, and pricing for an anticipated Seed Task Order. The overall contract has an estimated maximum value of 30 million dollars over a five-year period, consisting of a 12-month base period and four one-year option periods. The anticipated Seed Task Order requires a DP2 offshore vessel equipped with a Walk-to-Work (W2W) transfer system to inspect up to 93 facilities during calendar year 2027. The contractor must be capable of continuous offshore operations for 45 days, with an endurance of 21 days without returning to port. Award will be based on a Best Value Tradeoff process, where technical capability and past performance are significantly more important than price. Key evaluation factors include vessel sourcing strategy, organizational conflict of interest mitigation, and small business participation. Comprehensive insurance coverage is required, including 10 million dollars in Bumbershoot/Excess Liability and 5 million dollars each for Protection and Indemnity and Vessel Pollution Liability.
