On July 7, 2026, the Los Angeles County Board of Supervisors (Board), approved and authorized the Chief Executive Officer (CEO), or her designee, to execute a Purchase Sale Agreement (PSA) for the 20,328-square-foot (per survey) property located at 14430 W. Vanowen Street in the Van Nuys neighborhood of the Van-Nuys-North Sherman Oaks Community Planning area in the City of Los Angeles and to establish and approve an affordable housing project as discussed below. The purchase is part of the CEO-HI (CEO-Homeless Initiative, now known as the County’s Department of Homeless Services and Housing) Land Bank Pilot Program. The Board established the Pilot Program on June 14, 2022, to create new opportunities for affordable housing in areas experiencing and set to experience rapid gentrification and displacement. The project would include an approximately seven to eight-story (approximately 78-feet-tall) mixed-use affordable housing development with up to 195 units and up to 6.5: 1 Floor Area Ratio; parking would be provided according to code; the project could also include 1,500 square feet of community-serving commercial space and an approximately 3,000-square-foot community room and/or amenity space primarily to serve project residents. The property would include minor landscaping and low-level security lighting. The site currently contains an asphalt parking lot that has been used by adjacent uses but is currently unused. There is one ornamental street tree in the sidewalk in front of the site and an ornamental palm tree in the alley to the east of the site that abuts the site that could be impacted by the project. Subsurface parking is not anticipated. The proposed building foundation design and construction method have not been identified but could include localized foundation piles extending to some depth but more likely spread footings or mat slab foundation extending up to 10 feet to 20 feet below grade. However, the quantity of earth that would be disturbed is anticipated to be relatively minor. Construction is anticipated to take about 24 months. The project would include sustainability features. The site is identified as a Lower Income Rezoning Housing Element site in the City of Los Angeles Housing Element and with more than 20% of the units to be affordable to lower income households the development of housing would be a by-right project in the City of Los Angeles (Government Code Section 65583.2(i)). The site would remain as a parking lot until development started.
