1515 Walnut Grove Avenue Project

The 1515 Walnut Grove Avenue Project, led by the City of Rosemead, involves the demolition of a 268,015 square foot four-story office and central plant building on a 9.28-acre site to make way for a new residential planned development. The proposed project consists of 191 dwelling units across 27 buildings, featuring tandem and row townhomes with approximately 238,616 square feet of residential floor area. This development requires a General Plan Amendment from Office/Light Industrial to High Density Residential and a Zone Change from Medium Commercial (C-3) with a Design Overlay to Planned Development (P-D), along with associated subdivision and development entitlements. The project is supported by extensive technical assessments and environmental reviews, including a Mitigated Negative Declaration under CEQA. Key deliverables and analyses include a Phase I and II Environmental Site Assessment, a geotechnical investigation with a fault rupture hazard study, and a sanitary sewer capacity study. Additional technical reports cover air quality, greenhouse gas emissions, noise and vibration, and a traffic study adhering to the City of Rosemead Transportation Study Guidelines. Water service availability has been confirmed by the San Gabriel Valley Water Company, and the project includes comprehensive plans for low impact development, stormwater treatment, and the protection of biological and cultural resources.
