AI Contract Overview

The Naval Surface Warfare Center Crane Division intends to award a firm fixed price contract to Honeywell International Inc. for the repair of Flight Management System components for C-130J and derivative aircraft, including the KC-130J and HC-130J. The scope of work covers a 60-month period of performance and specifically includes repairs for the Communication, Navigation Identification Management Unit, Integrated Control Display Unit, Communication, Navigation Identification Signal Processor, and the Automatic Flight Control Processor/Digital Auto Flight Director. This requirement is being negotiated on a sole-source basis because Honeywell is the original equipment manufacturer. The government has determined that a lack of detailed drawings, specifications, and test procedures makes competition impractical, as reverse engineering the equipment would result in duplicative costs and delays. The contract will be performed at Honeywell facilities in Phoenix and Tempe, Arizona.

This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Firm Fixed Price (FFP) contract with Honeywell International Inc. - DBA Phoenix Support Center, 21640 North 12th Avenue, Phoenix, AZ 85027. The FFP contract will cover a 60-month period of performance for an effort to provide repairs for the K/H/C-130J Flight Management System (FMS) components to include the V9507907 Communication, Navigation Identification Management Unit (CNIMU), V9513910 Integrated Control Display Unit (ICDU), 8503419-921 Communication, Navigation Identification Signal Processor (CNISP), and 8519600-923 Automatic Flight Control Processor (AFCP)/ Digital Auto Flight Director (DAFD), in support of the C-130J type/ Model/ Series (T/M/S) and derivative aircraft (i.e. KC - 130J and HC - 130J) programs. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of detailed drawings/specifications, test procedures and test stations in addition to duplicative costs and time that would be required to reverse engineer the equipment in order to conduct repairs. Honeywell is the OEM of the aforementioned FMS components. The solicitation will be available on or about 20 OCT 2009 at FedBizOpps located at http://www.fbo.gov and at NECO located at https://www.neco.navy.mil/. No hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. It is the responsibility of interested offerors to monitor FedBizOpps and/or NECO for any additional amendments that may be issued. Offers must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane. The POC is Mr. Jesse Mechinus, Code 0563 at Tel: +1 (555) 000-0000 or email contact@example.gov.
