The Naval Air Systems Command intends to procure approximately six additional SHared Reconnaissance Pod (SHARP) sensors from Recon Optical, Inc. (ROI) through a sole source acquisition following the previously competitively awarded Engineering and Manufacturing Development (EMD) phase. This decision is based on the unique and specialized technical expertise that ROI possesses in the design, specification, and fabrication of these sensors, which is critical to meeting the fleet's schedule requirements. Due to the proprietary knowledge held by ROI and the need for timely delivery, the government plans to negotiate exclusively with this single responsible source under the authority of Title 10 U.S.C. 2304(c)(1). ROI, located in Barrington, Illinois, is identified as the only vendor capable of fulfilling these requirements within the required timeframe. This procurement is categorized as an informational notice, and those interested in subcontracting opportunities should contact ROI directly at their Barrington office. The contract, posted in September 2002, relates to continued development and integration of the SHARP sensor technology under the Naval Air Systems Command, a branch of the Department of Defense, based in Patuxent River, Maryland.
