The contract modification involves a sole source award to Raytheon Company to continue support for the Joint Precision Approach and Landing System (JPALS) Component Advanced Development (CAD) under a Cost Plus Fixed Fee/Time and Materials arrangement. Scheduled to begin April 1, 2002, and last up to 24 months, the contract includes support for documentation, modeling and simulation tools, data analysis from prior testing, system upgrades, additional flight and demonstration testing, and ongoing evaluation of test results. The work focuses on the Local Area Differential GPS (LDGPS) Demonstration System originally developed under an earlier contract, emphasizing testing and enhancement of precision approach and landing systems, including flight testing with the C-12J aircraft, integration with various GPS receivers, and anti-jam capabilities. The government requires capabilities such as maintaining and modifying GPS error models and simulators consistent with FAA specifications, handling complex flight test data processing, and operating a prototype LDGPS system that supports precision landing functions and is compatible with multiple anti-jam and receiver systems. Access to and analysis of GAS-1 test data, recommending system design modifications based on this data, and supporting continued system testing through early 2003 are also key components. Although the award is intended as a sole source contract, other firms with relevant qualifications were invited to express interest within 15 days. An Ombudsman is available to address concerns from potential offerors confidentially, though the contract may proceed without competition at the government's discretion.

Responses must be received no later than 15 calendar days after the date of this publication and should not exceed ten (10) pages on 8 - x 11 inch paper with type no smaller than 10 pitch. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal and proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. Ombudsmen do not participate in the evaluation of responses, source selection, or formulation of acquisition strategy. Interested parties are invited to call the Electronic Systems Center's Ombudsman, Colonel Joseph Maryeski, Director, Commander's Staff, +1 (555) 000-0000. The Ombudsman should be contacted only with issues or problems that have previously been brought to the attention of the program manager and/or contracting officer and could not be satisfactorily resolved at that level. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within (15) days after release of the solicitation will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note 26.
