USCG Response Boat Small Third Generation (RB-S III)
Solicitation # 70Z02326R93250001
The United States Coast Guard is soliciting proposals for the Response Boat Small Third Generation (RB-S III) program to recapitalize its aging fleet of 29-foot RB-S II platforms. This total small business set-aside procurement, under NAICS code 336612, seeks to award up to four Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts for the design, production, testing, and delivery of approximately 411 boats and associated purpose-built trailers. The scope includes comprehensive logistics support, technical documentation, and crew familiarization services. The anticipated ordering period spans ten years, consisting of a two-year base period and an eight-year option period. The acquisition utilizes a two-phase competitive process. In Phase I, the government evaluates written proposals based on mission effectiveness, production and management, and price, with non-price factors being significantly more important. Up to four awardees will each receive an initial delivery order to construct one demonstrator boat and trailer. Phase II consists of a 90-day in-water demonstration to evaluate performance, with the final best-value tradeoff resulting in the selection of a single IDIQ contractor for all subsequent production orders. Phase I proposals are due by 1400 Eastern Time on November 20, 2026, and must be submitted electronically via the DoD Secure Access File Exchange.

A Custom, Multi-purpose Aluminum Boat and Trailer IAW attached Salient Characteristics: The purpose of this amendment is to answer submitted questions and extend quote due date until 07/16/2024 1500PST. No additional questions will be allowed. Contractors are required to sign and return copies to the issuing agency. Under "Core Characteristics" it lists beam at 78". Is that correct? I would assume the bottom width would be the requested measurement here? Beam is the width of the vessel, so they are analogous although bottom width isn't accurate because most vessels are narrowest at the bottom. Here, beam is the width at the widest part of the boat. Q: Under "Lighting, Radio & Navigation" it list an LED dome light under a "T top". Further down the T top is mentioned again where an antenna should be mounted. I couldn't find where a T top was part of the boat specs in the or under "Center console Design". The drawings are not showing a T top design either so I"m wondering if that verbiage was left in there from a different boat that was specified maybe at another time? A: The T-top is listed under the basic hull specifications. Q: Also under "Center console Design", it lists a 36" high aluminum windshield with side windows the depth of the console for partial enclosure. I would want to clarify how this would look. Maybe these windows are part of a T top design? Or maybe they are just side windows that angle downward at a 45 angle and stop at the aft edge of the top of the console which then they would be triangular shaped. A: Good question, they could either be triangular shaped, or be a rectangle which is as tall as the windshield, and as wide as the depth of the console (e.g., 36 inches by ~12-24 inches) Q: Under "Additional Features", it lists the Smith Root APEX control box. Also a boom kit. It says that these will be mounted by the manufacturer. Is that referring to the boat builder manufacturer or Smith Root themselves. Of note, typically Smith Root installs their products after we the boat builder delivers the boat. A: If the boat builder manufacturer is able to work directly with Smith Root to install the control box and booms prior to delivery that is preferred.
