The Naval Sea Systems Command has a requirement for the FY07-09 advanced planning and FY10-12 accomplishment of the USS THEODORE ROOSEVELT (CVN 71) Refueling Complex Overhaul (RCOH). Advance planning efforts will include: material forecasting; long lead-time material procurement; purchase order development; technical document and drawing development; scheduling; resource forecasting and planning; and pre-overhaul tests and inspection to prepare and make ready for accomplishment of the RCOH. The RCOH accomplishment will encompass refueling, overhaul, alteration, repair and modernization of the CVN 71. The requirements will be solicited from Northrop Grumman Newport News, 4101 Washington Ave, Newport News, VA 23607. This requirement will be procured, without full and open competition, from the only qualified source capable of performing a RCOH on a large deck nuclear aircraft carrier.
