The Naval Sea Systems Command plans to award a sole source contract to Northrop Grumman Ship Systems, Inc. for the advance procurement of long lead materials, systems engineering, and planning for the LHA(R) Flight 0 Amphibious Assault Ship, which will replace the aging LHA 1 Class Amphibious Assault Ships. This contract includes procurement of long lead-time material components, associated logistics support, and systems engineering. It also encompasses options for engineering/detail design work and special studies aimed at refining requirements for all ships within the LHA(R) Program. These studies will address critical areas such as ship design integration, hull systems engineering, mission-essential systems, survivability, C4ISR and warfare systems, cost reduction, producibility, production assessments, environmental compliance, and human systems integration. The basic contract covers efforts for Fiscal Year 2005, with options for additional work extending through Fiscal Year 2009, including annual options for special studies. The detail design and construction of the LHA(R) Flight 0 ship will be procured separately, anticipated in Fiscal Year 2007. The LHA(R) is a modified variant of the LHD 1 Class Amphibious Assault Ships, and Northrop Grumman Ship Systems is uniquely qualified as the sole designer and builder for these ship classes. Their extensive experience and knowledge of the design, configuration, and performance characteristics make them the only responsible source, eliminating the need for government intervention. Subcontracting interests are directed to contact Northrop Grumman Ship Systems directly.
