The Naval Sea Systems Command plans to issue fixed-price incentive/award fee contracts to General Dynamics Bath Iron Works and Lockheed Martin Maritime Systems & Sensors for the construction of follow-on Littoral Combat Ship (LCS) Flight 0 Class vessels and related supplies and services. These contracts cover a wide range of activities including detail design, engineering, post-shakedown availability planning yard services, life cycle support, post delivery support, special studies, and installation of combat systems for self-defense test ships. Both companies have the specialized expertise necessary for the design, construction, and integration of mission modules due to their in-depth knowledge of the LCS Flight 0, making them the only capable sources to meet the Navy's stringent two-year construction timeline per ship. The requirement encompasses up to 17 ships over three fiscal years, with an initial base year order for up to three ships in FY07, followed by options for six ships in FY08 and eight ships in FY09. The contracts will be awarded under the authority that limits competition to these specific sources based on their unique qualifications. The solicitation is posted on the Federal Business Opportunities and Navy Electronic Commerce Online portals to provide access to relevant information, and potential subcontractors are encouraged to contact the primary contractors directly for opportunities.
