The contract involves the procurement of twelve MK V PB aluminum Fast Interceptor Boats by the Naval Sea Systems Command on a sole source basis from United States Marine Incorporated (USMI). These boats, along with associated spare parts, special tooling, training, and contractor in-country engineering technical services, are being supplied in response to a specific requirement outlined by the Kuwait Ministry of Defence through a Letter of Offer and Acceptance with the U.S. Government. The MK V PB is a proprietary design limited to only two shipyards, with USMI being one and the only one willing to participate in this program after the other shipyard declined. Neither the U.S. nor Kuwaiti governments possess a technical data package that would enable competition, making USMI the sole capable source due to their exclusive knowledge and experience relating to this boat’s construction. This acquisition reflects a specialized procurement aimed at reinforcing the Kuwait Naval Force, emphasizing the unique and limited availability of the MK V PB design. The contract ensures not only delivery of the vessels but also the necessary support infrastructure, including spare components, specialized tooling, and training services, supported by technical services to be provided in-country, highlighting the comprehensive nature of the offering and the strategic partnership between USMI and the Kuwait Ministry of Defence.

The Naval Sea Systems Command intends to procure twelve (12) MK V PB aluminum Fast Interceptor Boats on a sole source basis from United States Marine Incorporated (USMI), 10011 Lorraine Road, Gulfport, MS 39503, along with spare parts and special tooling, training, and contractor in-country engineering technical services. The Kuwait Ministry of Defence via Letter of Offer and Acceptance ((LOA) with the U. S. Government has specifically indicated the MK V PB as the requireded boat. The MK V PB is a proprietary design owned by only two shipyards. USMI is one of these owners. The other shipyard, based on specific U. S. Navy inquiry, has indicated that they declined to participate in this program thus making USMI the sole source. Neither the U. S. Government nor the Government of Kuwait has a technical data package that would allow for competition for the MK V PB. As such, USMI is the only source with the requisite knowledge and experience required to complete const! ruction of these MK V PBs. See Numbered Note 22*****
