The Naval Sea Systems Command plans to issue a fixed-price incentive fee Request for Proposal to General Dynamics National Steel & Shipbuilding Company for the detailed design and construction of up to three Mobile Landing Platform (MLP) ships. This project includes not only shipbuilding but also associated supplies and services, advance design, procurement of long lead-time materials, special studies, analyses, reviews, post-delivery support, and provisioned items. This effort continues work from a prior contract and is being awarded through a sole-source acquisition, justified by the unique capabilities of this contractor and the absence of suitable alternatives. Although the solicitation will not be openly competed, interested parties are invited to express their interest and ability to fulfill subcontracting opportunities directly with the prime contractor within a specified timeframe. The government will consider these responses before deciding whether to proceed with a single-source award or to open the procurement to competition. The contract relates to NAICS code 336611 and is available for review on federal procurement websites, with relevant information posted both on the Federal Business Opportunities and the Navy Electronic Commerce Online platforms.
