The Naval Sea Systems Command is conducting market research to identify firms capable of designing and constructing four to six fast patrol craft approximately 25 meters in length for the Egyptian Border Guard under a Foreign Military Sales case. These vessels will operate within Egyptian territorial waters to assist mariners in distress, execute search and rescue missions, perform both hostile and non-hostile law enforcement activities, and conduct local patrols for surveillance and intelligence gathering. Construction materials under consideration include steel, aluminum, and glass reinforced plastic, though the final choice may evolve based on ongoing specifications and industry feedback. The craft must feature a proven hull design close to existing parent models, have a maximum 1.5-meter draft, sustain speeds of 40 knots or more in sea-state 2 conditions, and maintain a minimum range of 500 nautical miles at a 20-knot cruising speed in sea-state 3. Accommodations are required for 12 personnel with a five-day endurance, a stern ramp for launching a 4.5-meter inflatable boat, and mounts for specified naval gun armaments. The vessels should be supportable in Egypt with an expected service life of 20 years and certified per the American Bureau of Shipping's standards for high-speed naval craft. Interested companies are invited to submit a capability summary no longer than five pages, including details about the contractor, construction location, relevant craft offerings, schedules for design and delivery, estimated unit pricing, and business classifications such as large or small business designations. Responses are due by April 29, 2003, and must be emailed or mailed to the designated Naval Sea Systems Command contact, with no telephone inquiries accepted. This sources-sought notice is purely for market research purposes and does not constitute a solicitation or commitment by the government. All submissions will be designated for government use only, and no cost reimbursement for providing information will be offered.
