The Naval Sea Systems Command is conducting market research to identify firms capable of providing Rigid Inflatable Boats (RIBs) for the Egyptian Navy under a Foreign Military Sales program. The boats must meet specific criteria, including a length between 10 to 12 meters, a beam of 3 to 4 meters, and a draft of 0.8 to 1 meter. They should have a minimum range of 400 nautical miles, cruise speeds of 40 to 60 knots, and full speeds between 55 and 70 knots at maximum load. The maximum weight without fuel or load is approximately 8 tons, with a load capacity of 2,500 kilograms or 15 persons minimum. Propulsion must consist of twin diesel engines with propellers, explicitly excluding water jets or pumps. The craft should accommodate two single M2HB .50 caliber machine guns fore and aft, be survivable in Sea State 5 conditions, highly maneuverable, and suitable for launching and towing from sandy and rocky shores. The hull is preferred to be Fiber Reinforced Plastic, though aluminum construction will also be considered, and the sponsons must be air-filled. Additional features include removable seating for 15 persons, options for either an open console or cabin, reduced thermal and sound signatures, and comprehensive communication and navigation systems. The government anticipates a procurement of approximately 10 boats, though quantities may change. Interested contractors are asked to provide a concise summary of their relevant products and experience, including detailed specifications, estimated unit pricing, and projected construction and delivery schedules. Responses should identify the construction site, company size classification (e.g., Large, Small, Disadvantaged, Woman Owned), and provide a contact name and information. Communications are to be submitted via email by August 31, 2004, with no solicitation package available at this stage. This notice serves solely as a sources-sought announcement and does not constitute a formal solicitation or a government commitment. All submitted materials will be used for government purposes only, and no reimbursement is offered for response costs.
