The Naval Sea Systems Command is conducting market research to identify capable sources for designing and constructing a hydrographic survey vessel measuring between 30 and 40 meters for the Sultanate of Oman Navy under a Foreign Military Sales case. The vessel will operate within Oman's territorial waters in the Arabian Gulf and Indian Ocean, conducting hydrographic and environmental surveys at depths ranging from 5 to 100 meters, as well as performing Mine Counter Measures route surveys in shallow waters. It must be designed to withstand harsh environmental conditions, including air temperatures up to 50°C and water temperatures up to 35°C. Acceptable hull materials include steel, aluminum, or GRP, with flexibility for single or multi-hull configurations. The vessel shall meet US Navy, US Coast Guard, or internationally recognized commercial standards and is expected to have a minimum 20-year service life. Key performance requirements include a maximum draft of 1.8 meters, a minimum range of 1,000 nautical miles at 12 knots, sustained speed of at least 15 knots, sea state operational capabilities up to level 5, and a 14-day endurance with accommodations for 17 crew members. The vessel will be equipped with specialized hydrographic survey instruments, such as positioning systems, dual side-scan sonar, sound velocity sensors, recording and plotting equipment, portable systems for the survey boat, and geodetic GPS. Additional navigation and communication electronics include radars, Navtex, autopilot, HF/VHF/GMDSS radios, and internal communication systems. The design must also allow for future installation of a Kongsberg Simrad EM 3000 multi-beam bathymetric system. Responding firms are invited to submit capability summaries including company information, product offerings that meet or can be adapted to requirements, schedules for design and construction, pricing estimates, and business size classification. Submissions are due by March 2, 2004, and should be directed via email or overnight delivery to the designated Naval Sea Systems Command point of contact, with inquiries limited to written correspondence only.
