The Naval Sea Systems Command is seeking industry input through a sources-sought synopsis for the potential design and construction of four to six fast patrol craft approximately 25 meters long for the Egyptian Border Guard as part of a Foreign Military Sales case. These vessels will function in Egyptian territorial waters with missions including search and rescue, law enforcement (both hostile and non-hostile), mariner assistance, and local patrolling for surveillance and data gathering. Construction materials under consideration include steel, aluminum, and glass-reinforced plastic, with final specifications still in development. The craft must feature a proven hull form with minimal modifications from existing in-service designs, a maximum navigational draft of 1.5 meters, a top sustained speed of 40 knots or more in sea-state 2, and a minimum 500 nautical mile range at 20 knots cruise speed under full load in sea-state 3. Accommodations are for 12 personnel with a five-day endurance, and the vessels must include a stern ramp capable of handling a 4.5-meter inflatable boat for launch and recovery in sea-state 2. Armament provisions include mounts for two 20 mm naval guns and two .50 caliber guns. The design must comply with American Bureau of Shipping standards for high-speed naval craft and support a 20-year service life with maintenance support anticipated in Egypt. Interested firms are encouraged to submit capability summaries not exceeding five pages, detailing their relevant recent experience, proposed craft designs (including contract and customer information related to parent hulls), estimated unit pricing, and a tentative schedule for detailed design, construction, and delivery. Submissions should also identify the contractor’s location, points of contact, and business classification (e.g., Large, Small, 8(a), Woman-Owned, Veteran-Owned). Previous bidders on a related Egyptian RFQ from 2000 are particularly encouraged to respond. Responses are due by April 29, 2003, and must be emailed to the designated point of contact, with telephone inquiries and solicitation requests not accepted at this stage. This notice is strictly for market research and does not represent a solicitation or commitment by the Government. All submitted information will be used for government purposes only, with no reimbursement provided for submission costs.
