The Administrative Office of the United States Courts is soliciting proposals under solicitation number USCA27R0019 for a Firm Fixed Price contract to provide printing and mailing services for annual IRS information returns. The scope of work is strictly limited to the printing and mailing of W-2, 1099-R, 1099-INT, 1099-MISC, and 1099-NEC forms. The contractor will receive ready-to-print PDF data files from the judiciary and must be capable of distributing these documents domestically, to U.S. territories, and to international addresses. The period of performance is structured in annual increments, beginning November 16, 2026, and extending through November 15, 2031. Due to the sensitive nature of the tax data, the contractor must adhere to strict security and confidentiality standards, including the Judiciary Information Security Framework and NIST Special Publication 800-88 for media sanitization. Key requirements include the use of secure file systems subject to remote testing, the implementation of specific access and media protection controls, and the assurance that only one form is inserted per sealed envelope. Proposals will be evaluated using a Best Value Tradeoff process, with technical and management approach and past performance weighted more heavily than price. Submissions are due by November 2, 2026, and must include a technical volume, a management plan, corporate experience from the last three years, and a completed pricing workbook.

PURCHASE ORDER TERMS AND CONDITIONS -- All purchase orders are subject to Dallas Area Rapid Transit Authority's Terms and Conditions. Freight Terms Notice - Please ensure that all bids/quotes reflect FOB Destination shipping terms with the freight cost included in the overall price. DART does not typically accept FOB Origin or Prepay and Add terms. Delivery Terms Notice - Time and rate of deliveries are of the essence of this order. Seller's failure to deliver at the time and rate specified shall be the basis for rejection and default termination by the Authority (Dallas Area Rapid Transit Authority). Payment Terms Notice - All vendors are advised that DART's payment terms are Net 30. Invoices shall be submitted (contact@example.gov) in triplicate (one copy shall be marked 'Original"), unless otherwise specified, and shall contain the following information: purchase order number; item number; purchase order description of supplies, services, or construction; sizes; quantities; unit prices; and extended totals. Unless otherwise specified, payment will be made on partial deliveries accepted by the Authority when the amount due on such deliveries so warrants. Termination for Default Notice - The Contracting Officer may by written notice terminate this order, in whole or in part, for failure of the Seller to perform any of the provisions hereof within the time periods specified. In such event, the Seller shall be liable for damages, including the excess cost of reprocuring similar supplies or services or completing construction; provided that, if (i) it is determined for any reason that the Seller was not in default, or (ii) the Seller's failure to perform is without his and his subcontractor's control, fault, or negligence, the termination shall be deemed to be a termination for convenience under paragraph 12. As used in this provision, the term "subcontractor" and "subcontractors" means subcontractors, vendors, and suppliers at any level.
