Key deliverables include inspection system reports and material composition certifications submitted via DD Form 1423. AI Contract Overview

The contract involves the procurement of a hydraulic actuator, specifically the NSN 7H-2040-012189421, TDP VER 001, with a quantity of one unit, to be delivered to the DLA Distribution Center in New Cumberland, PA. The government has determined that it does not possess the data rights necessary to purchase or repair this part from other sources, and it is considered uneconomical to reverse engineer the component. Consequently, the contracting approach will be a sole-source solicitation under FAR 6.302-1, with negotiations conducted directly with the identified source. While the notice indicates an intent to restrict competition, responsible sources are invited to submit their interest, capability statements, or proposals within 45 days of the notice, although the government retains discretion on whether to proceed with a competitive process. The procurement is classified as a small business set-aside under FAR 19.5, and it involves considerations related to trade agreements and Buy American provisions, depending on the inclusion of specific DFARS clauses. The solicitation is managed by the Department of Defense, specifically the Navsup Weapon Systems Support Office in Mechanicsburg, PA. Interested parties can contact the designated contracting officer, James E. Lewis, via email or phone for further information. The procurement aims to support the repair or modification of the specified hydraulic actuator, integral to military operations, with market research indicating that the item may be subject to trade agreement considerations.

Mercury switches, mercury in glass thermometers, standard cells and other items containing mercury may be used if they are located so as not to constitute a contamination hazard. If external contamination by metallic mercury occurs or is suspected, the following test may be used to determine whether contamination by metallic mercury exists or whether corrective cleaning measures have been effective. Enclose the equipment in a polyethylene bag or close-fitting airtight container for eight hours at room temperature (70 degrees F minimum).Sample the trapped air and if mercury vapor concentration is 0.01 mg/cu meter or more, the material is mercury contaminated insofar as the requirements of this contract are concerned. These requirements shall be included in any subcontract or purchase order hereunder and the Contractor shall insure SubContractor compliance with these requirements. Technical questions pertaining to these requirements shall be referred to the Procurement Contracting Officer via the cognizant Administrative Contracting Officer. For background, the following information is provided: Mercury is corrosive to gold, silver, nickel, stainless steels, aluminum and copper alloys. Stainless steels, nickel, and copper alloys are widely used in reactor plants and other submarine/surface ship systems. Accidental trapping of mercury in a component could cause serious damage to vital parts. Mercury is also toxic if inhaled, ingested, or absorbed through the skin.
